regards the debate elsewhere someone has kindly asked the question of the Met office regards the red warnings, here is the reply

"Thank you for your email regarding the National Severe Weather Warning
Service (NSWWS) during the period Saturday 23rd to Sunday 24th March 2012.
I have been in touch with our Forecasting Team who have provided the
following reply:


Your enquiry has been a topic of conversation here at the Met Office.
The reason we did not issue a "Red" weather warning was due to the fact we were
not very confident in the areas which would experience the worst of the weather.


We were fairly sure somewhere from the Midlands northwards to central
Scotland would receive some weather that would warrant a "Red" warning being
issued, but confidence needs to be high for us to issue one for a
particular area.
We could have issued one large "Red" for the whole area, but that would
have been too big an area and this could have resulted in lots of complaints
from areas that did not receive any snow/amounts of snowfall that a "Red"
warning would have warranted. It was therefore decided to issue a large "Amber"
warning.


National Severe Weather Warnings are issued based on the
likelihood of the event happening and confidence in the impact the conditions
may have.
With the benefit of hindsight we could have issued a "Red" warning for
parts of Northern England and Northern Ireland, but at the time we were not
confident enough that it would not occur somewhere else instead.
It was a very difficult decision to make and I hope this reply has helped
to explain the situation.
